Labor Secretary Patricia Sto. Tomas said the government is restricted from giving in to the clamor of public sector unions (PSUs) for additional financial benefits.
"While the PSUs have continuously focused their negotiating goals on additional economic benefits, the government is always guided by a policy to use its resources where a greater majority can be benefited," she said.
Speaking before delegates to the National Public Sector Labor Management Congress, Sto. Tomas said the government has constraints on granting salary adjustments, bonuses and other benefits. Mayen Jaymalin
