BAGUIO CITY Three armed men snatched a daughter of a rich Chinese-Filipino businessman in San Fernando City the other day, sending jitters to the Chinese-Filipino community about a renewed surge of kidnappings for ransom in the Ilocos region.
Reports reaching this city from a source at the National Intelligence Coordinating Agency (NICA) in Region 1 said Jacqui Rowena Tiu, 28, and her mother were cruising along P. Martinez Road in Lingsat, San Fernando City at about 8:30 a.m. when another car hit them from behind.
