Solon wants ‘pay-for-a-pee’toilets to dot Pan-Phils.

A congressman from Bicol region, concerned over the view of men urinating in highways, urged yesterday the passage of a bill which directs the Department of Public Works and Highways (DPWH) to construct a "string of toilets" along the Pan Philippine Highway from Baguio City in Luzon to Davao City in Mindanao.

Rep. Rolando Andaya Jr. (Camarines Sur) pressed for the construction of more roadside restrooms for use of travelers, who he claimed are even willing to "pay for a pee" in exchange for clean lavatories.

Andaya also focused his attention on the reported lack of toilets among 15 to 24 million poor Filipinos in various parts of the country.

Citing statistics from a government-sponsored survey, the Bicolano solon said that by the end of 1998, only 68.77 percent of the country’s households had access to sanitary and modern toilets.
