Acting DENR Secretary Joemari Gerochi identified those charged as Lepeng Wee, Estrada’s presidential adviser on Mindanao; Ang Bean Ean and Tan Ngee Foo, both Malaysian nationals; and Nancy Lim, a Zamboanga City-based trader.
Gerochi said the DENR office in Region 9 has filed a complaint with prosecutors in Zamboanga.
DENR undersecretary for legal affairs Reseller deal Peña said Wee and his co-accused face a penalty of 12 to 20 years imprisonment for their alleged crime.
In his complaint, the DENR regional office said Wee failed to submit pre-importation requirements for the toxic substances.
Thirty-nine drums of hazardous chemicals from Malaysia arrived in Zamboanga City on June 30, 2000 on board MV Lady Mary Joy 2 . The shipment was consigned to Wee who, at that time, enjoyed favors from Estrada.
Meanwhile, Gerochi stopped yesterday the controversial "Swim With The Dolphins" project of the Subic Bay Marine Exploratorium for alleged violations of environmental laws.
Gerochi also ordered the SBME to pay a fine of P50,000.
He noted that the operators of Ocean Adventure, which is offering the dolphins show, did not get any permit from DENR.
