Carlos returns to MMDA as OIC

MANILA, Philippines — Emerson Carlos would return to the Metropolitan Manila Development Authority (MMDA) as its officer-in-charge (OIC) after stepping down as the agency's chairman with the end of the Aquino administration.

In an order dated July 8, 2016, Executive Secretary Salvador Medialdea ordered Carlos to assume the post.

“In the exigency of service, please be informed that you are hereby designated as officer-in-charge, Metro(politan) Manila Development Authority. You are hereby ordered to continue to perform the functions of the office and ensure the continuous delivery of public service until a chairman is appointed,” said Medialdea in his order.  

Hope Libiran, head of the MMDA’s public information office, said Carlos was surprised at his appointment as the MMDA's OIC.

Libiran said Carlos was already on “vacation mode” when he was informed of his appointment.

Meanwhile, Libiran said the MMDA employees have welcomed Carlos’s appointment as OIC of the agency.

“Sa part naman nung mga officials and employees, they felt relieved. To the fact na, at least meron kaming head. May direction, di ko naman sinasbi walang direction nung wala siya, pero kasi mahirap ang walang head. At least ngayon, meron na kaming head, mas clear yung direction nung opisina. Meron talagang person in command. To guide samin kung ano talaga yung dapat gawin,” said Libiran. 

Libiran added that Carlos is well-liked by the MMDA employees as he leads by inspiration.
