MANILA, Philippines – Manila’s second most wanted fugitive, who allegedly leads two gangs, was arrested in Tondo on Saturday, police said yesterday.

Ladia, a co-leader of the Lupen and Devil Bad Boys gangs, allegedly killed Barangay 109 chairman Reynaldo Jornales on Dec. 9, 2006 and figured in high-profile robberies in the city.
He was apprehended by police officers led by Chief Inspector Ape Mupas based on an arrest warrant issued by Manila Regional Trial Court Branch 25 Judge Aida Angel Roque.
