SK reform bill awaits Noy’s signature

MANILA, Philippines - A bill reforming the Sangguniang Kabataan (SK) is awaiting the signature of President Aquino.

Camarines Sur Rep. Leni Robredo, one of the bill’s authors, said yesterday the House of Representatives and the Senate have transmitted the measure to Malacañang.

She said the proposed law introduces major reforms in the SK.

“One key provision is the anti-dynasty feature, under which SK officers must not be related to any incumbent elected national or local official up to second civil degree of consanguinity or affinity,” she said.

She added that the age of SK officers would also be expanded from 18 years to 24 years.

“This would make them legally capable of entering into contracts and to be held accountable and liable for their actions,” Robredo stressed.

She pointed out that SK officers would also be required to undergo mandatory training before they can assume office.

The SK will have its own funds, since the proposed reform law provides that 10 percent of the general fund of the barangay, the SK’s mother unit, would be allocated to it.

It would create the local youth development council, to be composed of representatives of youth organizations in the barangay.

The council’s goal is to widen the youth’s involvement in SK affairs and activities.
