MANILA, Philippines - A driver of a National Police Commission (Napolcom) official was arrested Tuesday for allegedly making several unauthorized withdrawals totaling P200,000 from his employer’s bank account.
Napolcom commissioner Alejandro Urro alleged that when he got sick, he gave his personal identification number to his driver, Franklin Pagulayan, to withdraw from his automated teller machine account. He said that unknown to him, Pagulayan continued to withdraw money until his account was empty.
Senior Superintendent Bartolome Bustamante, head of the Criminal Investigation and Detection Group’s anti-fraud and commercial crime unit, said Pagulayan was arrested at the Napolcom headquarters by virtue of arrest warrants for theft and violating the access devices regulation law.
