MANILA, Philippines - A Northern Police District police officer was arrested for allegedly killing a overseas Filipino worker on vacation in Caloocan City Wednesday night.
Senior Superintendent Rimas Calixto, city police chief, said witnesses identified Senior Police Officer 2 Vinancio Santiago, 45, as the one who reportedly shot dead Joven John Rarugal, 20, in Barangay 133.
Rarugay, who arrived from Macau only last Nov. 28, was walking home with his friends from a wake when a group of teenagers ran past them, Calixto said.
Santiago, a resident of the area, allegedly confronted Rarugal and his friends, accusing them of creating trouble. He reportedly shot Rarugal repeatedly as the victim begged for his life, Calixto said.
“The suspect is positive for gunpowder burns and the ballistic examination of his 9mm service pistol also showed that it was fired,” Senior Inspector Rodrigo Soriano, Caloocan City police investigation chief, told The STAR.
Soriano said they would charge Santiago, who was being held at the Caloocan police station, with murder.
