Manila cop charged in Fil-Norwegian teen's death
MANILA, Philippines - The Quezon City Police District (QCPD) has filed a criminal complaint against a Manila policeman tagged in the killing of an 18-year-old Filipino-Norwegian during a bar brawl.
A complaint for murder and frustrated murder was filed against Police Officer 1 Harold Meneses on Monday before the fiscal, according to Chief Inspector Rodel Marcelo, head of the QCPD’s Criminal Investigation and Detection Unit.
The QCPD has been waiting for Meneses, assigned with the Tondo Police Station, to surrender since he started sending surrender feelers after the incident on July 31. The surrender never happened.
Meneses is tagged in the killing of Mikael Troy Rasay, who was allegedly chased and shot from behind by Meneses after the teenager tried to intervene in a brawl in front of a bar along Timog Avenue in Barangay South Triangle. Before this, the victim allegedly had traded punches with a male companion of Meneses.
Marcelo said witnesses who clearly saw the face of the suspect who shot Rasay had pointed to Meneses. He said they learned the identity of the policeman as the latter had registered his name with the security of the bar upon checking in his firearm. Marcelo said Meneses was the only person who checked in a firearm at the bar that time.
