Minors allegedly used by crime groups rescued

MANILA, Philippines – A Manila City Hall team has rescued recently some 14 minors who are allegedly used by syndicates to perpetrate their illegal activities on the streets.

During the rescue, Manila Vice Mayor Isko Moreno yesterday expressed concern that some syndicates have been using these minors to perpetrate their illegal activities. Moreno said those of minor age are exempt from any criminal liability under the law.

Moreno lauded Department of Social Welfare chief Jay de la Fuente for the rescue of minor mendicants and street dwellers at the Dagonoy Market in Sta. Ana, which was done in coordination with Inspector Egay Ronquillo of police community precinct Station 6, of the Manila Police District.

The operation of De la Fuente’s group centered on the rescue of abandoned children found loitering, sleeping or begging in the said area. Taken off the streets were 14 minors and seven beggars.

Three other persons who were earlier apprehended by the police for snatching were turned over to, and received by the DSW.

The minors, according to De la Fuente, were brought to the reception action center for processing and proper disposition after they were given bath, haircut, clothing and all other services that the DSW has to offer. De la Fuente directed his staff to locate the parents of the children and have them reprimanded and apprised on the penalty that awaits parents, guardians or persons with parental authority, who allow their children to engage in begging, vending or prostitution in the streets of Manila.

Further, Moreno called on the policemen to go easy on children when having them rescued from the streets, saying they are mere victims of poverty and need proper counseling and guidance.
