Belmonte vows to end ‘spoils system’ in QC
Quezon City Mayor Feliciano Belmonte Jr. vowed yesterday to put an end to the “spoils system” in which employees are replaced by the protégées of newly elected government officials.
Speaking during the start of the celebration of the Civil Service Month, Belmonte said when he assumed his post seven years ago he did not replace department heads but instead allowed them to perform their jobs without fear of being replaced due to political consideration.
“I made the right decision because the city head of offices performed their jobs well,” he said, referring to the city’s dramatic turnaround from a financially distressed local government unit to become the richest city in the country and one of the “cities of the future” in Asia. – Perseus Echeminada
