The MPD chief virtually acknowledged the illegal activities of the two policemen after admitting that complaints of hulidap or extortion against personnel of the Mobile Patrol Unit has considerably gone down with the relief of the subject policemen.
Mobile Patrol Unit chief Superintendent Rolando Tumalad said that with the relief of the two recalcitrant policemen his unit is slowly regaining the trust and confidence of the people.

The victims later found out that the subject policemen were Mendoza and Gavino.
Rosales said he will never condone the illegal activities of his men and called on the victims to come forward and file appropriate charges against the two cops, assuring complainants of their security.
