The Department of Transportation and Communications (DOTC) is set to launch on Monday Oplan Isnabero to curb the incidence of public utility vehicle (PUV) drivers cutting their trips short or ignoring customers who flag them down.
Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Thompson Lantion, who is also DOTC spokesman, said this year’s Oplan Isnabero campaign will crack down not only on PUV drivers but also on lawless groups who victimize commuters during the holiday season.
He said the launch of Oplan Isnabero is timed to coincide with the increase in commuter traffic. The campaign will end on the first week of January next year.
“This campaign is to make sure that our drivers and franchise owners give our customers the best type of service they deserve, not just thinking of the profit motive but more importantly to serve the riding public the best they can,” Lantion said.
He warned choosy drivers and those charging fares beyond the approved amount that they will be sanctioned for violating transport laws, with penalties ranging from fines to revocation of franchises.
Lantion urged the public to call DOTC’s hotlines 7890 or 925-7191 to report any erring drivers or transport franchise holders.
Under Oplan Isnabero, motorists may seek help from motorist assistance centers along national highways. These centers, which will be operational during the holiday season, will be manned by personnel from the DOTC, its various attached offices and other government agencies, including the Philippine National Police (PNP) as well as various civic organizations and radio groups.
The DOTC, through the LTFRB, will also provide special permits to vehicles for hire for people wishing to go on special trips. The DOTC said this move will ensure there are enough public utility vehicles to serve the thousands of passengers expected to travel to and from the National Capital Region during the holiday break.
Lantion said the PNP will provide additional security at all bus terminals, train stations, seaports and airports all over the country and en route to the provinces, with the DOTC’s Coast Guard and the PNP’s Maritime Command deployed to provide additional assistance along coastal areas.
