Napolcom OKs creation of new PNP office

The National Police Commission (Napolcom) approved yesterday the creation of the Program Management Office (PMO), an ad hoc office under the office of the chief of the Philippine National Police (PNP) to serve as a central management facility for all reform initiatives.
The creation of the new office forms part of the overall effort to fasttrack the implementation of various reform programs for the improvement of the police organization.
Napolcom Chairman Angelo Reyes said the establishment of the PNP-PMO will ensure that the various programs and strategies contained in the PNP Transformation Plan will be carried out effectively.
The PNP Transformation Plan will be carried out through the implementation of reform measures and development efforts in the areas of national policy and institutions development, police operations, facilities development, and human resources development and management.
It will also focus on administrative and financial management, strategic planning and performance management, information and communication technology, demonstration of excellence through the development of best practices, public information and advocacy, and reform management.
Napolcom Vice Chair and Executive Officer Imelda Roces said the PNP-PMO shall conduct overall planning, implementation management, sequencing and supervise inter-agency coordination and programming of all PNP reform activities.
The PMO will be headed by PNP chief Director General Arturo Lomibao as program manager and PNP deputy chief for operations Deputy Director General Avelino Razon Jr. as executive director.
Roces said various units under the PMO, namely the Administrative Unit, Institutional Reform Unit, Operating Systems Reengineering Unit, Reform Finance Unit, and Change Management and Advocacy Unit, shall be composed of selected officers to be designated by the PNP chief.
