In a one-page order, Immigration Commissioner Alipio Fernandez, Jr. was also asked to issue a hold departure order (HDO) against the former chief of the Presidential Anti-Illegal Recruitment Task Force after he was charged by the Department of Justice with serious illegal detention and qualified bribery, both non-bailable offense.
"In the interest of the public service and so as not to frustrate the ends of justice, you are hereby directed to include in the Bureaus Hold Departure Order lists the name of Reynaldo H. Jaylo, in view of the filing of charges against him by Senior State Prosecutor Emmanuel Velasco for serious illegal detention and qualified bribery, both non-bailable offenses, before the regional trial court of Manila," Gonzalez told Fernandez.
Earlier, Velasco filed qualified bribery and robbery in band against Jaylo for allegedly demanding P200,000 from a couple arrested and detained by PAIRTF agents last October for large scale illegal recruitment.
