15 police officials awaiting promotion

Fifteen police official with ranks of senior superintendent are waiting to receive stars on their shoulder that would promote them to chief superintendents.

The 15 senior superintendents are occupying positions requiring a one-star rank and shall soon be promoted to police chief superintendent (one-star general), according to minutes of a recent meeting between officials of Civil Service Commission, National Police Commission and the Philippine National Police (PNP).

Senior Superintendent Arturo Cacdac Jr. tops the list of hopefuls with his papers now pending at the Office of the President Adviser on Political Affairs (OPAPA). The papers of seven others, namely Senior Superintendents Leopoldo Bataoil, PNP spokesman; Rodolfo Mendoza Jr., Gerardo Hilomen, Oscar Marinas, Luisito Palmera, Renato Heredia and Jose Salvacion, are now with Napolcom.

The papers of Senior Superintendents Fernando Pace, Leonardo Dionisio, Charlemagne Alejandrino, Antonio Nanas, Napoleon Cachuela and George Piano are pending before the CSC.

The 15th hopeful is Senior Superintendent Sukarno Ikbala Jr., chief of the Autonomous Region in Muslim Mindanao (ARMM). He, however, still has to comply with some requirements.

The CSC, however, denied for undisclosed reasons the promotion of Chief Superintendent Marcelino Franco Jr., chief of the PNP’s Special Action Force (SAF), to two-star general.

Franco headed the successful assault in the 30-hour standoff inside the Metro Manila Rehabilitation Center (MMRC) in Bicutan, Taguig, where three top leaders of the Abu Sayyaf Group were killed.

In police promotions, several criteria are considered, including education, training and experience.

Last week, President Arroyo approved the promotion of Deputy Director General Oscar Calderon, the PNP’s Chief Directorial Staff to the three-star rank.
