Don’t block traffic, Razon warns NLEX rallyists

Metro police chief Director Avelino Razon Jr. warned motorists who converged at the North Luzon Expressway (NLEX) yesterday to protest the 300 percent toll rate hike implemented at the NLEX against blocking traffic.
"We all believe in the democratic principle of individual freedom, peaceful assembly and dialogue. But if some sectors use this same freedom to inflict harm on the majority of our people, they must be stopped," Razon said.
Razon said that if the rallyists turn violent and resort to vandalism, they will be arrested and charged in accordance with existing laws.
The Metro police chief directed Senior Superintendent Philmore Balmaceda, director of the Traffic Management Group (TMG), to ensure the smooth flow of traffic at the NLEX and apprehend traffic violators.
He said the police will not allow a rally to be staged this weekend as he vowed to ensure the smooth flow of vehicular traffic and safety of motorists. "The rally is a clear violation of our existing laws. It endangers the life and safety of motorists. Therefore, violators will be dealt with in accordance with our laws," said Razon.
He called for a peaceful dialogue to settle the problem.
"If they spurn dialogue, and instead resort to violation of the law, create disorder, and make our people suffer, this government is not defenseless against such irresponsible and reckless acts," he said.
The Metro police chief also urged the public to reject any act that emboldens the citizenry to violate the law.
Meanwhile, Caloocan City Mayor Enrico Echiverri called for a more reasonable toll rate at the NLEX in the wake of the continuing clamor of affected residents, particularly traders, for lower fees.
Echiverri said he is set to file next week a petition before the Toll Regulatory Board (TRB) seeking a "more realistic and reasonable" rate.
He clarified though that he has nothing against the toll hike as he believes it is necessary but he said many motorists are complaining about paying P42 for the first 14 kilometers, especially those travelling only from Balintawak exit to Malinta exit and back, or a distance of only five kilometers. The toll rate used to be only P3 for this stretch.
The contract to rehabilitate the expressway was awarded to the Manila North Tollways Corp. (MNTC) during the early months of the administration of deposed President Joseph Estrada. The MNTC has added more lanes and a number of amenities and convenience for NLEX users. — With Jerry Botial
