Three new district directors for NCR

The National Capital Regional Police Office (NCRPO) will have three new district directors this week. The names of Chief superintendents Noe Wong and Wilfredo Garcia and Senior Superintendent Nicasio Radovan surfaced during the deliberation yesterday of the Special Officers Placement and Promotions Board (SOPPB) of the Philippine National Police (PNP) at Camp Crame.
The SOPPB, whose members are police generals, resolved that Wong should head the Northern Police District (NPD); Garcia, the Southern Police District (SPD) and Radovan, the Central Police District (CPD).
NCRPO chief Director Avelino Razon Jr. said PNP chief Director General Edgar Aglipay has not consulted him over the promotion of Wong, Garcia and Radovan.
But just the same, he welcomed the appointments of the three police officials, saying their excellent track record at their previous assignment would make them added assets at the NCRPO.
"They are good police officers and their entry into the NCRPO would not pose any problem as far as I am concerned," Razon told The STAR.
Aglipay is expected to announce the appointment of Wong, Garcia and Radovan as part of the second wave of reshuffling at the PNP anytime this week.
Prior to their new assignments, Wong was the deputy chief of the PNP directorate for comptrollership; Garcia, the deputy chief of the directorate for operations, and Radovan, the deputy chief for administration of the Criminal Investigation and Detection Group (CIDG). Garcia and Radovan are classmates of Razon at Philippine Military Academy (PMA) Class 74 while Wong was the Baron of PMA Class 75.
Wong will replace NPD director Chief Superintendent Marcelino Franco Jr., who is slated to be promoted as chief of the PNPs Special Action Force (SAF). Garcia will take over the post of SPD director Chief Superintendent Prospero Noble while Radovan will replace acting CPD director Senior Superintendent Oscar Mariñas.
Noble is slated to be named as Razons deputy director for administration while Marinas will likely assume the post of NCRPO deputy director for operations.
Chief Superintendent Oscar Valenzuela and Pedro Bulaong, of the Eastern Police District (EPD) and Western Police District (WPD), respectively, are expected to retain their posts.
Razon also confirmed the designation of Superintendent Rodelio Jocson as the new San Juan police chief vice Senior Superintendent Jose Samson. Jocson, a member of the Philippine National Police Academy (PNPA) Class 87, will assume command after simple turnover rites today.
According to Razon, Jocson was selected by San Juan Mayor Joseph Victor Ejercito over the list of five police officials forwarded to him by Valenzuela.
The NCRPO chief said there will be movement at the station commander level right after the assumption of their posts of the three district directors.
"We are currently assessing the performance of the station commanders in consultation with their respective mayors," Razon said.
