Good cop, bad cop

Metro police chief Director Ricardo de Leon has cited a Quezon City police inspector for his act of integrity and dedication to duty when he arrested a robber despite being wounded.

At the same time, he lashed out at a rookie cop for acts unbecoming an officer of the law.

De Leon said Inspector Joseph Marcos, of the Central Police District (CPD) Station 10 in Kamuning, despite being off-duty, responded to a distress call from a robbery victim and risked his life in the course of pursuing the PNP commitment to serve and protect.

"Inspector Marcos’ act is highly commendable and should be emulated by all cops in Metro Manila. He has shown that law enforcement in the service of the public is truly a 24-hour job, seven days a week," said De Leon adding that he recommended the inclusion of the heroic cop to the Kuya Ko 2 Honor Roll. "This goes to show that a real police officer doesn’t stop becoming a cop when he takes off his uniform and goes off-duty."

Marcos was stabbed and injured by 19-year-old suspect Ricky Feliz Sagon, when he interfered Wednesday with the robber’s nefarious intent on victim, Marlyn Servito.

Servito was waiting for a ride home in the corner of EDSA and Ermin Garcia streets in Cubao, Quezon City at 5:30 p.m. last April 21 when Sagon grabbed her necklace and engaged the victim in a tug-of-war for possession of her handbag.

Already in civilian clothes, Marcos immediately responded, identifying himself as a police officer.

However, instead of surrendering, the suspect took out an ice pick and lunged at the police officer hitting twice in the abdomen.

Although wounded, Marcos was able to disarm and subdue Sagon who yielded the necklace he stole from Servito, said Superintendent Cesar Hawthorne Binag, Station 10 commander.

Binag had Marcos rushed to the Chinese General hospital where he was listed in critical condition.

The suspect is currently detained at the Kamuning police Station pending the filing of robbery and direct assault charges against him.

Meanwhile, De Leon recommended summary dismissal proceedings against rookie cop PO1 Gilbert Gili, 32, for displaying arrogance and committing acts unbecoming an officer of the law while under the influence of liquor.

Reports reaching De Leon showed that the drunken Gili, assigned at the Headquarters Support Service in Camp Crame, flagged down last Wednesday tricycle driver Roderick Padilla at the corner of 12th Avenue and P. Tuazon also in Cubao and asked to be taken to the nearby Ali Mall.

However, upon reaching the said mall, Gili refused to alight from the vehicle and threatened Padilla with a gun.
