The Pasay City traffic police, however, said that gridlock along the road is not that bad and that Metro Manila Development Authority (MMDA) traffic officers are in charge of the area.
Complaints have been made regarding the bottleneck caused by the diggings reportedly for cables of telephone company Digitel. "I think it was the MMDA that issued the permit for the diggings in coordination with NAIA authorities, said Pasay traffic administration division chief Inspector Joselito Justiniano.
Justiniano said the diggings started the last week of November. He said there were similar diggings in the past by the phone company, on the service road of the Roxas Boulevard-Libertad intersection. He said the traffic in the area was relatively light each time he passed by, except for some days during the Christmas season due to the large volume of arriving and departing overseas workers. – Jose Aravilla
