Too many exemptions to UVVRP deplored

A traffic official of Makati City has noted that the increase in the volume of vehicles in the city is a result of the color-coding exemptions granted by the Metropolitan Manila Development Authority.

MAPSA Director Hermenegildo San Miguel reported that the volume of traffic in Makati City has increased by an estimated 50 percent this year compared to the previous year.

San Miguel attributed the increase to the exemptions issued by the MMDA for the Unified Vehicular Volume Reduction Program (UVVRP) or what is more popularly known as the color-coding scheme.

According to San Miguel, the present administration of the MMDA has issued out too many exemptions.

He pointed out that the violation of the UVVRP represented a huge share of the overall apprehensions of the MAPSA.

The enforcers have reportedly been frustrated by the motorists who present exemptions to the UVVRP issued by the MMDA.

San Miguel expressed his doubts whether the exemptions granted were really deserving. "It looks like the UVVRP is now honored more in the breach because of the many exemptions issued by the MMDA as compared to the past and makes the ordinance practically useless," San Miguel said. – Marvin Sy
