Caloocan City gov’t to implement regulated street parking Nov. 15

The Caloocan City government, in partnership with private consortium Jadewell Parking System Corp., is set to implement City Ordinance 0334 also known as the Traffic Management Code (TMC), allowing regulated on-street parking, starting Nov. 15.

Mayor Reynaldo Malonzo is hoping that aside from bringing additional income to the city government, the on-street pay parking system would also improve the city’s traffic conditions.

Malonzo said that illegal terminals would also be phased out with the project’s implementation and the exploitation of hapless drivers by mulcting traffic officers and enforcers would also be eliminated.

Only recently, Malonzo ordered the sacking of at least nine traffic enforcers after they were found mulcting motorists parked illegally along M. H. del Pilar street near 11th Avenue.

M. H. del Pilar is now among the 50 or so pay-parking areas covered by the TMC.

Traffic enforcers previously charged violators P80 as fine but the city government has set the penalty at only P5.

In the present set-up, the prescribed parking fee for tricycles would be P10 for the first two hours and an additional P5 for every succeeding hour.

For cars, jeeps and leisure vans, it is P20 for the first two hours plus P10 for each succeeding hour. Delivery vans and trucks, except for 10-wheelers, P25 for the first hour and P15 for each succeeding hour.

Heavy vehicles such as buses, 10-wheeler trucks and heavy equipment will be charged P50 for the first hour of parking and P20 for each succeeding hour.

Under the scheme, a parking meter designed to receive payment using coins or a card for the use of the parking space will be installed in the city streets declared pay-parking areas.

A ticket will then be obtained from the parking meter bearing the prescribed charge for the use of the parking space.

In parking areas where a parking meter is not yet available, an attendant would collect the parking fee and issue a receipt.

Aside from being a source of additional revenue, since 20 percent of the total collection would go to the city government, the regulated street parking would also generate employment among the city residents.

Jadewell Parking System Corp. manager Rogelio Tan said that parking attendants would be hired to supervise and assist drivers and vehicle owners in the proper use of the parking spaces.
