Napolcom to snub Talisay lot offer?
CEBU, Philippines – The National Police Commission-7 may no longer pursue with its plan to use the 500-square meter land on which they will construct regional office in Talisay City.
Under the proposed memorandum of agreement, the city government allows the use of the land to the Napolcom for as long as the latter's regional office and its related facilities exist, under usufruct agreement.
But Napolcom Regional Director Homer Mariano C. Cabaral, in an interview with The Freeman, yesterday said the main office in Manila wanted that the lot be donated under the MOA.
"Naa ra'y deperensya kay dili man mosugot ang city og deed of donation but only usufruct. Unya, the central office wants donation. Amoa ra unang paaboton ang copy sa City Council's resolution," Cabaral said.
Last November 18, City Councilor Aldin Diaz, chairman on the Committee of Communication and Information Technology, passed a resolution asking Cabaral if Napolcom is still interested with the property.
"It has been a year and two months since the request was granted, however, there are no updates as to when Napolcom would construct its regional office," Diaz said.
Diaz said if Napolcom will not pursue the lot, it can still be of use to the city government.
Napolcom has requested for the use a portion of a parcel of land owned by the city during the term of then mayor Socrates Fernandez but negotiation was halted because of the May 2013 elections.
When De los Reyes won the mayorship, Napolcom revived their request.
Last September 17, 2013, an SP Resolution was approved authorizing Mayor Johnny V. De los Reyes to enter into contract granting usufruct right in favor of Napolcom over a portion of the parcel of land in the City Hall compound equivalent to 500 square meters only.
De los Reyes had entered into a contract with Napolcom in behalf of the city government of Talisay.
