Talisay BAC secretariat members resign

CEBU, Philippines – Talisay City Administrator John Yre de los Reyes confirmed the resignation of three members of Bids and Awards Committee secretariat but clarified that the move has nothing to do with the city’s move to hire Blackpearl Security Agency guards as job order employees.

Last week, Roy Alcoseba, Rogelio Nahine and Asaria Cañal tendered their separate resignation letters addressed to Mayor Johnny De los Reyes and John Yre, who is BAC chairman.

The resignation of Alcoseba, Nahine and Cañal was effective November 3.

“I would like to help with the transition of my duties so that systems continue to function smoothly after my departure. I am available to help and train my replacement and I will make certain that all records are updated,” read Alcoseba’s letter of resignation.

John Yre said he already accepted the resignation of the BAC secretariat. However, he said it was the secretariat that resigned and not the members of BAC.

“Yes, I accepted their resignation. But ako nalang pud gi-wait ang reply ni mayor sa ilang letter,” John Yre said, explaining that their resignation has something to do with the 2012 audit report.

In 2012, the COA stated that the administration of former mayor Socrates Fernandez allegedly violated the law by allowing the release of P5,866,930 in various transactions that involved falsified canvass documents.

COA auditors said some of the signatures on the canvass documents for the repair of city-owned vehicles and heavy equipment were forged and one of the private contractors had ceased operations in 2010 yet.

“Wala’y labot ang issue sa Black Pearl Security Agency ang ilang pag-resign,” John Yre pointed out.

The mayor, John Yre and other officials faced complaint before the Ombudsman for signing a security services contract allegedly without public bidding when they entered into a service contract with BSA.

The BAC was created through RA 9184 which mandates local governments to create their respective BACs.

In Talisay City, BAC members are City Treasurer Emma Macuto, Budget Officer Edgar Mabunay, City Legal Officer Alfredo Sipalay and City Information Officer Vince Monterde.

Unlike the BAC, which has a fixed term of one year from date of appointment, extendable at the discretion of the Head of Procuring Entity, there is no term for the BAC secretariat.
