Soc wants to revisit all ordinances

CEBU, Philippines – Talisay City Councilor Socrates Fernandez wants to revisit all city resolutions and ordinances approved by the legislative department in order to ensure that they are properly enforced by the right authority.

Fernandez, a first-termer city councilor, served as a mayor before joining the city's legislative department.

"Observation is candid that some of our resolutions and ordinances become innervate and inoperative. Due to this inadvertence, the expected potency or effectivity of the unmoved resolutions and ordinances are paralyzed," Fernandez said in his proposed resolution.

Fernandez, who is the chairman of the Committee on Laws and Good Government, is pushing to create an oversight committee that will supervise and push for implementation of inoperative resolutions and ordinances.

According to Fernandez, the oversight committee is to keep track of the status of all ordinances and resolution to determine whether these were already approved or still pending before committees, and to check on their implementation.

"It is an opportune time to create an oversight committee to enliven these aforecited resolutions and ordinances," Fernandez said.

If the resolution will be approved in today's session, the oversight committee would be headed by the Vice Mayor Romeo Villarante with members Councilors Danilo Caballero, Antonio Bacaltos, Edward Alesna and Fernandez.

"The said committee will gather from SP (Sangguniang Panlungsod) Secretary Office the resolutions and ordinances unimplemented," he said.

If there is a need for funding, Fernandez said the committee will prepare the Program of Work and refer it to the budget officer and Mayor Johnny de los Reyes for approval.
