Soc Fernandez filed most local laws this term
CEBU, Philippines – Former mayor and now City Councilor Socrates Fernandez had the most number of resolutions and ordinances filed in the present Talisay City Council while second-termer Councilor Eduardo Gullas III is at the tail-end of the list.
Based on the records, since the start of their term in July last year until August 12 this year, Fernandez filed a total of 108 resolutions, four of these were ordinances.
Among Fernandez's sponsored measures were the Elderly Council Act and an ordinance declaring April 2 an official celebration in honor of the four Talisaynons, the Aliño brothers, who were all heroes during the war.
Councilors Danny Caballero and Edward Alesna filed 89 and 88 ordinances, respectively.
Caballero, a two-time legislator, improved his performance this year after a bleak 2013. He reasoned that his numbers last year were poor because "being in the opposition, he had no committee chairmanship then." He is still with the opposition camp this term, though.
Caballero, meanwhile, did not sponsor any ordinance, while Alesna was able to file seven.
It was Alesna who sponsored the ordinance which allows the legislative department to hire co-terminus drivers and secretaries for each of the council members.
Neophyte Councilor Antonio Bacaltos and Association Barangay Councils President Raul Cabañero filed 74 and 50 resolutions, respectively.
Councilors Choy Aznar and Dennis Basillote also showed their worth as second-term and third-term councilors.
Aznar was able to pass 61 resolutions, while Basillote, despite being stripped of his chairmanships early this year when he jumped to the minority bloc, got 56 resolutions under his name.
However, another minority bloc councilor Val Ylanan, a second-term legislator, managed to pass only 38 resolutions for the last 13 months.
Neophyte councilors Dory Emit and Alvin Diaz beat Ylanan with their 41 and 58 resolutions. Emit was responsible in the filing of the ordinance creating the Tourism, Art and Heritage Council.
Second-term Councilor Gullas was able to make only six resolutions and one ordinance since the start of the term.
