Mayor de los Reyes keen on amending TCC ordinance

CEBU, Philippines -  Talisay City Mayor Johnny de los Reyes is pushing for the immediate amendment of the ordinance on the establishment of Talisay City College especially on the provision on the Board of Trustees composition. 

De los Reyes, who attended the council's caucus at the Office of the Vice Mayor before the regular session started yesterday, explained that he is batting for the amendment of the ordinance by following the Commission on Higher Education Memorandum Order No. 32, Section 12 that specifies the composition of the BOT of local colleges and universities.

"The ordinance should be amended especially on the composition of the Board of Trustees. The composition should follow on the Commission on Higher Education Memorandum Order No. 32, Section 12 that specifies the composition of the BOT of local colleges and universities," De los Reyes said. 

At present, there are 11 members of the board, namely the mayor as chairman; college president as vice-chairman; Cebu first district Representative Gerald Anthony Gullas as honorary member, Talisay City District Superintendent Woodrow Denuyo as board secretary.

The present members of the board are chairman of the committee on education, chairman of the committee on budget and finance, president of Cebu Normal University College, president of Cebu Technological University, regional director of CHED, city treasurer and the president of Talisay Chamber of Commerce.

Under the CHED memorandum, the composition of the city college will comprise of the mayor as chairman, college president as vice chairman and president of the faculty association as board secretary.

The members will be the president of Supreme Student Government/Council, the president of Alumni Association, chairman of the Sangguniang Committee on Education, a representative of CHED, a representative of Association of Local Colleges and Universities and a representative of the Talisay City Senior Citizens Federation.

The memorandum of CHED does not specify that a congressman from a district will represent the government college. 

But De los Reyes said he will not object if the council wants a congressman to be included in the composition of the board. 

"It's okay with me. No problem," De los Reyes said. 

The Talisay City Council is now reviewing the measure that will amend the ordinance, which is sponsored by Valeriano Ylanan. 

The proposed ordinance is under review by the council’s committees on laws and ordinances by Councilor Socrates Fernandez. (FREEMAN)
