Task force accused of attacking minor

CEBU, Philippines - The family and relatives of the 16-year-old minor in Lapu-Lapu City who was allegedly mauled by members of Solid Waste Task Force already lodged a formal complaint yesterday.

They have filed a complaint before the barangay in Poblacion and reported the incident to the Lapu-Lapu City Social Welfare Office.

In an interview, the relatives of the victim and members of his family shared their complaint to The FREEMAN. They are hoping City Mayor Paz Radaza will look into the incident and into other abuses allegedly committed by members of the task force.

The incident happened last April 30.

Members of the task force, which is being headed by Marvin Francisco, have been accused by the victim based on the witnesses as having been involved in the mauling.

This paper called up Francisco's office for his reaction on the accusation but he was on field for inspection.

The incident was officially blottered at Lapu-Lapu City Police Office Station 3 in Barangay Gun-ob moments after the incident. The Women's and Children's Desk was also informed of the incident since the victim was a minor.

Poblacion Barangay Captain Allen Dimataga called to meet the two camps but Francisco failed to attend because of a scheduled commitment but sent a representative.

It was learned that at about 9 p.m. on April 30, members of the task force responded to a trouble reportedly involving tricycle drivers.

The 16-year-old victim, who happened to pass by the area, was pointed by some witnesses as involved of the trouble.

Members of  the task force then reportedly took turns in attacking the victim. The victim was forced to ride the vehicle of the task force, witnesses said.

"Miagi ra tawon ang bata unya mitan-aw. Diha’y mitudlo nga apil siya sa gubot, gikulata dayon sa mga sakop sa task force," a relative of the victim said.

"Ipakita naman gud nila nga sila mao na ang gamhanan diha sa merkado," another said.

The victim reportedly sustained injuries on the different parts of his body and head.

A relative of the victim told The FREEMAN that some witnesses noted Francisco carrying a handgun at the time. (FREEMAN)
