3 villages to benefit from Talisay-Aboitiz program

CEBU, Philippines - At least three barangays will benefit from the proposed construction of the Early Learning Centers and playground.

The Talisay City council has authorized Mayor Socrates Fernandez to enter into a memorandum of agreement (MOA) with the Ramon Aboitiz Foundation, Inc. (RAFI) for the construction of Early Learning Centers and playground in barangays Bulacao, Dumlog, and Jaclupan.

Councilor Charles L. Basillote, who is the chairman of the committee on the barangay affairs, said the city has consistently been among the notable, if not the top, contenders for the honors of being the most child friendly LGU.

Basillote said the barangays, in their continuing efforts to keep this honor to the city and in continuance of their adherence to Presidential Decree No. 603, of the Child and Youth Welfare Code; and Section 8d of R.A. 8980, or the ECCD Act; and Section 17B-1-ii of R.A. 7160, are seeking opportunities to promote the opening and maintenance of playground and day care centers for the welfare of children.

“The Ramon Aboitiz Foundation, Inc. (RAFI) is offering to partner with interested barangays and LGUs to help bring the above mentioned mandate into fulfillment,” Basillote said.

Basillote said stated in R.A. 7160 is that the city mayor shall represent the city in all its business transactions and sign in its behalf all bonds, contracts, and obligations, and such other documents upon authority of the Sangguniang Panlungsod or pursuant to law or ordinance. (FREEMAN)
