CEBU, Philippines – A handbook which aims to prevent “red tape” and corruption at city hall would soon be made available to households and business establishments in Mandaue City.
This handbook, through the initiative of the late DILG Secretary Jesse Robredo, was first distributed in Naga City.
The handbook, among other things, shows how long papers are processed at city hall.
The “Mandaue City Citizens’ Charter” handbook is set to be launched during the Taxpayers’ Night on Thursday at the Cebu International Convention Center.
City Treasurer Regal Oliva, during yesterday’s press conference at the J Centre Mall in Mandaue City, said 15,000 handbooks will be distributed to business establishments and households in the city.
He said the distribution will be done by barangay leaders.
The handbook will come out in two versions, one in English and another in Visayan.
Oliva said one of the best parts of the handbook is the portion that tells taxpayers how long it takes to process business permits, business tax, real property tax, occupational tax, and building permits.
He said a taxpayer can sue an employee for any unjustified delay in the release of documents.
“If they think there is a delay in the release of their papers, they can quote the handbook and sue the concerned employee or employees,” Oliva said.
Oliva said the handbook will eliminate “red tape” in the government.
He said there could be some employees who will intentionally delay the processing and releasing of permits for monetary reasons. – THE FREEMAN
