CEBU, Philippines - The Municipal Council of Consolacion has adopted an ordinance which regulates the operation of electronic games (e-Games) in the territorial jurisdiction of the town.
The ordinance is known as "Electronic Games Regulatory Ordinance of the Municipality of Consolacion" and enforced in conjunction with pertinent national laws, rules and regulations already promulgated or may later be promulgated.
The ordinance said that the Municipality of Consolacion considers gambling generally inimical to the interest of the people.
However, there are national laws which allow the operation of certain games of chance and which Consolacion cannot prohibit, but such activities even if considered legal are subject to the regulatory powers of the local government.
"It is for this reason that the municipality is not that helpless in cushioning and or protecting its constituents against the adverse impact of legal gambling, especially on the minors and students who may be drawn into it," the ordinance said.
It further said that "given its regulatory powers and the regulatory mechanisms herein provided, the Municipality of Consolacion considers legal gambling within its territorial jurisdiction as an amusement as well as a recreational and social activity."
The ordinance said that subject to the provision of applicable national law, rules and regulations, the Municipal Council of Consolacion shall grant rights, privileges and authority to operate E-Games in favor only of an applicant who meets the requirements.
Councilor Nilo Ferraren introduced the ordinance.
