CEBU, Philippines - Joavan Fernandez was wrong when he seized Thursday a dump truck loaded with sand in barangay Lagtang, Talisay because the cargo's papers were in order.
The police released the truck after Fernandez turned it over to them.
Investigator PO2 Narciso Alforque said the sand came from barangay Buot-taop, Cebu City and was on its way to Toledo City.
Truck driver Edgardo Cabiluna, 48, a resident of barangay Jaclupan, also showed to the police a delivery receipt dated August 18, 2011.
The truck is owned by couple Paulino and Edith Ebora, both of barangay Jaclupan.
It was not clear why Joavan, son of Mayor Socrates Fernandez, apprehended the truck.
But during the past months, he had seized five dump trucks filled with sand and gravel reportedly illegally extracted from Talisay's riverbanks.
Joavan has been appointed by his father-mayor as one of the Mananga River vanguards, whose main task is to keep off illegal haulers of sand and gravel from the area.
