Scavenger from Cebu City arrested for dumping garbage in Mandaue

CEBU, Philippines - A scavenger from Cebu City was arrested for throwing and burning garbage at the Reclamation Area in barangay Subangdaku, Mandaue City.

The arrest of Delon Quijano, 33, of Flores Street in barangay Pasil, came after Placido Jerusalem, the chief of the enforcement team of the Mandaue City Solid Waste Management Program, received a tip the other day from an informer claiming that a man unloads garbage and burns rubber at vacant lot at the Reclamation Area.

According to Jerusalem, Quijano violated the provisions of the local “Ecological and Solid Waste Management” ordinance, which prohibits the “throwing, dumping, and burning of garbage.”

As soon as Jerusalem got word of it, he notified the Subangdaku Police Station which dispatched a team to the area.

The police seized some garbage materials and impounded Quijano’s trisikad, which was used to transport the garbage.

An appropriate citation ticket will be issued today as basis for the imposition of a fine of P2,500.

Once paid, Quijano will be freed, Jerusalem said.

Earlier, Jerusalem warned scrap buyers and companies to stop collecting garbage from business establishments.

Jerusalem said Section 48, paragraph 13 of Republic Act 9003 or “Ecological and Solid Waste Management Act of 2000 prohibits the “transport and dumping of commercial, domestic and industrial waste” unless authorized by the city government. – THE FREEMAN
