Crime efficiency rate in Talisay goes up by a notch in 2010

CEBU, Philippines - The Crime Solution Efficiency (CSE) rating of Talisay City went higher by about four percent in 2010 compared to its rating in 2009.

Records of the Talisay City Police showed that the city's CSE in 2010 reached 76.09 percent, higher than its 2009 CSE of 72.50 percent.

The average monthly crime rate in 2009 of 32.10 percent was however higher than last year's 28.76 percent.

Based on the Comparative Crime Statistic of the city police, there were 691 crimes recorded from January 1 to December 31, 2009, but the number dropped to 619 in 2010.

The city's index crime in 2009 reached 495, but nosedived to 472 in 2010. Considered as index crimes are murder, theft, rape, robbery, physical injury and homicide.

Non-index crimes reached 196 in 2009, but dropped to 142 in 2010. Non-index crimes include illegal drugs, illegal gambling, and violation of environment and special laws.

The city police consider the arrest of Anthony Aves as one of its "significant accomplishments" in 2010. Aves was accused of killing PO2 Benjamin Racaza in June 6, 2009 and was arrested in Cebu City a year after that incident.

Among the "notable" arrests by the city police were those of Marissa Obrero, a purported "drug queen" and Kent Cañedo, a reported gang member who allegedly shot a video karaoke bar cashier last August 2010.

The Talisay Police also tagged as significant the arrest of robbery suspects Johnly Abangan and Jeffrey Paran last November 2010. The two were caught by PO1 Jessieben Gumandal just as they were running away with the newly-withdrawn cash of Myla Mantalaba Bariquiot. Gumandal shot and hit Abangan on the abdomen before the latter could fire his .38 caliber revolver. Paran was arrested the following day at their hiding place in Naga City. Several bags reportedly owned by Bariquiot were also recovered from the hideout.
