Foreign policy in an evolving world
The Stratbase ADR (Albert del Rosario) Institute hosted a roundtable discussion focusing on international relations at The Tower Club last Wednesday, with prominent members of the academe, the business sector, government officials, civil society groups and foreign officials in attendance. The occasion was graced by Foreign Affairs Secretary Albert del Rosario after whom the institute was named.
Titled “Philippine Foreign Policy in an Evolving World Order,” the occasion saw discussants and presenters sharing their perspectives on several topics that revolved around various political, social and economic issues that shape the government’s key policies that in turn reflect national interests. Ateneo professor Dr. Alma Salvador spoke on foreign policy vis-à-vis ASEAN integration and the Code of Conduct.
Dean Raul Pangalangan, who was recently elected to the International Criminal Court, spoke on the issue of territorial disputes. On our part, we shared our thoughts on diplomatic back channeling and why we should always make an effort to use it as a diplomatic tool and an option, most especially when it comes to sensitive issues.
The open forum presided over by professor Renato de Castro — former chair and distinguished professor in the International Studies department of the De La Salle University — was very interesting with the convenors and discussants expressing their views on Philippine foreign policy and the challenges that we face involving other nations.
As noted by Prof. Castro, while the Philippines has designed and adopted an independent foreign policy that adheres to the principles of peace, equality, justice, freedom, cooperation and amity with all nations, there is still a need to reexamine whether these policies are responsive to the changing times, and if they further our goals and interests.
