A consultation, organized by Angkas CEO and Angkasangga party-list nominee George Royeca (2nd from right) and led by Land Transportation Office chief Vigor Mendoza (3rd from right), gathered key stakeholders to discuss pressing concerns about the impact of a new transfer of ownership policy on the transport sector, particularly motorcycle owners.

MANILA, Philippines — Angkasangga party-list has called for further public consultations on issues affecting motorcycle riders across different regions, emphasizing the need for a truly national transport plan that reflects the realities of the sector alongside all other public utility vehicles, including tricycles.

Angkasangga has joined forces with transport leaders during the Land Transportation Office (LTO) public consultation on Administrative Order VDM 2024-46.

The consultation, held at the LTO main office in Quezon City and organized by Angkas CEO and party-list nominee George Royeca, gathered over 100 key stakeholders from all over the country to discuss pressing concerns about the new policy’s impact on the transport sector, particularly motorcycle owners.

Royeca expressed his support for the LTO’s effort to improve transparency, accountability and safety in vehicle ownership transfers. However, he emphasized the need for equitable policies that consider the realities faced by riders and secondhand vehicle owners.

“We must ensure that its implementation of the AO-VDM 2024-46 is both just and practical for all stakeholders in order for them to comply, especially for those that use motorcycles as a means of livelihood,” he said.

Assistant Secretary Vigor Mendoza II, who led the consultation, emphasized the importance of engaging with stakeholders to create policies that are both effective and fair.

The event also highlighted Angkasangga’s commitment to fostering public-private partnerships to address systemic challenges.

“We are ready to work with the LTO, DOTr (Department of Transportation) and our government to create meaningful solutions that uplift motorcycle bikers’ cause while ensuring a safer and more efficient transport system for all Filipinos,” he said.
