MANILA, Philippines (Updated July 25, 2024, 7:42 a.m.) — Several local government units (LGUs) have suspended work and classes in all levels on Thursday amid the heavy rains caused by Typhoon Carina (international name: Gaemi) and the southwest monsoon.
