MANILA, Philippines — The pre-bid conference for the second round of public bidding for its Full Automation System with Transparency Audit/Count (FASTrAC) project will be held today, according to the Commission on Elections (Comelec).

All interested entities may attend the pre-bid conference at the Palacio del Gobernador Building in Intramuros, Manila at 9 a.m., Comelec spokesman John Rex Laudiangco said.

He said the pre-bid conference aims to address questions of prospective bidders.

“All interested bidders and entities may ask questions on any aspect of the bidding even those that have yet to purchase the bid documents,” Laudiangco added.

Earlier, the Comelec - Special Bids and Awards Committee (SBAC) declared a failure in the first public bidding for the P18.8-billion FASTrAC project.

The SBAC afterwards made an announcement for the second public bidding for the 2025 automated election system.

According to the Invitation to Bid, the bidding documents may now be purchased by interested prospective service providers from Monday to Friday, 8 a.m. to 5 p.m. at the SBAC Secretariat Office located at the Far East Managers and Investors Inc. Building in Intramuros, Manila.

The deadline for submission of bids at the SBAC Secretariat Office is on Jan. 4, 9 a.m. while opening of bids will take place also on the same day at 10:30 a.m. at the Palacio del Gobernador.
