MANILA, Philippines — President Marcos has named new heads of the Intramuros Administration (IA) and the Commission on Filipinos Overseas (CFO), Malacañang announced yesterday.

Communications Secretary Cheloy Garafil confirmed the appointment of Joan Padilla and Romulo Arugay as IA administrator and CFO chairman, respectively.

Marcos also appointed Mario Molina as acting member of the board of trustees of the Government Service Insurance System (GSIS).

Garafil did not mention the date of the signing of the appointment papers of the three officials.

The IA is an attached agency of the Department of Tourism. It was created by virtue of Presidential Decree 1616 signed on April 10, 1979 and amended by PD 1748 on Dec. 10, 1980.

It is mandated to protect and conserve the historical and cultural value and significance of Intramuros while advancing and guiding its urban development.

The CFO, which is under the Office of the President, was created in June 1980 by virtue of Batas Pambansa 79. It is tasked to promote and uphold the interests, rights and welfare of overseas Filipinos.

The CFO registers and provides pre-departure orientation seminars to emigrants. It promotes the transfer of technology as well as material and financial contributions from overseas for development projects in underserved communities all over the Philippines.

The GSIS is mandated to provide and administer social security benefits for government employees.

The corporate powers and functions of GSIS are vested in and exercised by the board of trustees composed of the president, general manager and eight members appointed by Malacañang.
