MANILA, Philippines — Tropical Depression Butchoy — the second typhoon to hit the Philippines this year — is expected to bring light to moderate with occasional heavy rains over Central and Southern Luzon.

The low pressure area east southeast of Infanta, Quezon has developed into a tropical depression as of 2 p.m., Thursday.
