LIST: Community quarantines, travel restrictions outside Metro Manila

MANILA, Philippines (Update 5: March 16, 2020; 5:52 p.m.) — With the alert over the novel coronavirus disease raised to Code Red Sublevel 2 and a previous declaration by President Rodrigo Duterte of a State of National Public Health Emergency in the Philippines, local governments have been working to protect their constituents from COVID-19.

Metro Manila has been placed under a community quarantine, which includes travel restrictions and other social distancing measures.

Local governments outside the capital have also declared travel restrictions and other measures.

Provinces

Batanes

Acting Provincial Governor Ignacio Villa said travel to Batanes is restricted from March 16 to April 16 except those who reside, domicile, or are employed in Batanes and its municipalities.

Those who are required to enter the province due to lawful obligations or for public interest, upon the determination of the Provincial Health Officer, are also excluded from the ban, “provided that, such persons must not come from areas with documented local transmission of COVID-19.”

The provincial government said that persons who wish to enter Batanes within the period of the travel ban must bring proof of residency, employment or "other lawful purpose of their travel to Batanes."

They are also urged to bring documents showing recent travel history and medical profiles.

Those allowed entry to the province shall be subjected to the Algorithm Triage of Patients with Possible COVID-19 Infection and other health protocols of the Health Department.

The local government also discouraged the following residents of Batanes from leaving the province:

  • Senior citizens
  • Sick persons not needing urgent care/immediate referral to higher institutions
  • Those who have lifestyle or non-communicable diseases (hypertension, diabetes, cancer etc.)
  • Pregnant women

Cagayan

  • State of calamity, with lockdown being considered
  • Classes are suspended at all levels until further notice
  • Barangay officials told to monitor and make sure that constituents arriving from Metro Manila are under quarantine for 14 days

Cebu

Cebu will close to domestic travelers its seaports 72 hours from March 15 and its airport 48 hours from March 15 but those coming from Clark, Legazpi City, Cagayan de Oro City, and Dumaguete City will be barred entry effective immediately, Governor Gwendolyn Garcia said.

Garcia said the ban covers persons only, adding that the movement of cargoes and products will remain unimpeded.

Those already in transit from the cities listed above, places where there have been confirmed cases of COVID-19, will be asked to undergo self-quarantine procedures.

Bohol

Ilocos Norte

Ilocos Sur

The province is placed under community quarantine and restricted movement of people to and from Ilocos Sur until the end of April 14

The province is implementing a curfew between 8:00 p.m. and 4:00 a.m. This does not apply to those rendering emergency and security work

Ilocos sur residents may be allowed to travel to nearby provinces for work, provided that it s not a COVID-19 affected area.

Checkpoints are set up in all entry points of the province.

For non-residents working in the province, only those that are not from COVID-19 affected area shall be allowed to enter provided that they subject themselves to screening protocols. Health workers, police, military and government personnel are exempted from this.

Travelers who will be passing through the province may enter, provided that they subject themselves to protocols and no stop-over in the province will be made

“No transfer and/or referral of patient/s coming from the neighboring provinces to any Health Facility in the Province of Ilocos Sur shall be allowed during the entire community quarantine,” the executive order read.

The province will also observe the transportation guidelines set by the government for all public utility vehicles

Delivery personnel of goods and commodities shall undergo screening at checkpoints and must present ID, latest health certificate from point of origin and other documents that may be asked by quarantine officers.

Social gatherings are prohibited and tourism activities are suspended.

Work-related meetings may continue but social distancing will be practiced until the end of the event

Business establishments in the province are directed to set up hygiene stations at their entrance areas.

Iloilo

Community quarantine and border restrictions

Returning residents of the province and Iloilo City are only given until Tuesday, March 17 to enter the province, the executive order said, while all persons who enter the province in violation to the restrictions will be placed under quarantine for 14 days.

Aklan

Classes in all levels both public and private will be suspended from March 16 to April 15.

All pharmacies are mandated to dispense medicine up to the minimum number of units specified in the prescription, if necessary.

Essential work-related meetings and religious activities may continue as long as strict social distancing is maintained during the entirely of the event.

Lanao del Sur

The provincial government of Lanao del Sur on Monday placed the entire province under community quarantine against the novel coronavirus disease (COVID-19)

Gov. Mamintal Adiong and Marawi City Mayor Majul Gandamra signed Monday afternoon the four-page declaration that outlined quarantine regulations based on recommendations by the local medical community, municipal officials, religious leaders and traditional Maranaw elders.

Adiong says he has directed the Lanao del Sur Integrated Provincial Health Office to enlist the help of all municipal health offices in preventing the spread of COVID-19 in the province.

La Union

The provincial government of La Union will be under community quarantine from March 16 to April 22.

Tourist destinations in La Union will be closed temporarily during the community quarantine period.  

Suspension of classes in all levels during the community quarantine period are encouraged provided however that school administrators, principals and teachers will devise alternative learning schemes for their students.

Local chief executives in the province are required to implement curfew hours within their respective jurisdictions, which will start not later than 10 p.m. and end not earlier than 5:00 a.m. Individuals who are rendering emergency and security work are exempted from the curfew.

Pangasinan 

With community quarantine in Pangasinan in place, individuals who are not residents of the province will be denied entry in checkpoints except health workers, authorized government officials, those traveling for medical reasons, persons delivering basic services, public utilities and essential workforce. 

Persons who are allowed to enter Pangasinan must report to their respective barangays and observe self-quarantine for two weeks. 

A province-wide curfew from 8 p.m. to 5 a.m. will be implemented and tourist destinations and recreational facilities will be closed to the public during the quarantine period. 

The provincial government also urged religious groups to avoid large gatherings or congregations and shopping malls, except groceries and pharmacies, to shut down or limit their operations. 

Spreading unverified information on COVID-19, whether with malice or not, is strictly prohibited. 

Romblon

Ban on tourists and visitors to the province. Land, sea, air transport operators told not to sell non-residents tickets. 

Non-resident workers will still be allowed to enter Romblon but must show employment ID as proof.

Tarlac  

Residents returning from Metro Manila are told to go on home quarantine for 14 days upon arrival and refrain from going out.
Residents are also advised to observe social distancing and frequent hand washing.

Zamboanga del Norte

The province of Zamboanga del Norte will be placed under community quarantine from March 17 to April 14.

The entry and exit of passengers through land, air and sea transports will be restricted. Employees who are not residents of the province, health workers, authorized government officials are required to present proof of employment upon entry in checkpoints.

Travelers from Metro Manila, Dumaguete City, Cagayan de Oro and other areas with confirmed COVID-19 infections will be considered persons under monitoring. They are required to submit themselves to a 14-day self or home quarantine. If they manifest signs and symptoms, they will be considered persons under investigation and will be required to seek medical help.

Cities and municipalities

Bacolod City

General community quarantine and restricted land, sea and air travel.
Persons delivering goods and cargoes entering and leaving the city will be subjected to health checking

Members of the Philippine Coast Guard and Philippine National Police-Bacolod Office are directed to secure the ports and borders, and set up checkpoints in areas of the city

Classes are suspended and mass gathering are prohibited during the city-wide quarantine.

Employees working in Metro Manila and other cities and municipalities are allowed to enter and exit the city. They must present company ID at the following checkpoints:

  • Sapang Alat, Brgy. San Manuel
  • Evergreen, Brgy. Gaya-gaya
  • Harmony Hills, Brgy. Muzon
  • Dela Costa, Brgy. Graceville
  • Brgy. San Isidro

Cotabato City

Cotabato City has started screening people entering its boundaries to prevent the spread of the novel coronavirus disease (COVID-19);

The city, covering 37 barangays, has been under community quarantine since before dawn on Monday, March 16.

Local officials say teams are monitoring the entry of people from northern provinces where there have been confirmed COVID-19 fatalities.

Incoming commuters and motorists are asked to have their names recorded at a checkpoint in the city's northern entry route, now guarded by combined personnel of the Cotabato City police and the Army-led anti-crime Task Force Central and employees of the Cotabato City health office.

Coron, Palawan

Glan, Sarangani province

"Partial quarantine"

Residents discouraged from leaving the town unless necessary.

Tourists who have arrived within past 14 days will not be allowed entry and will be advised to undergo quarantine outside Glan.

OFW residents home from abroad to subject to monitoring.

Davao City 

Davao City Sara Duterte has declared a community quarantine over the entire city, The Freeman reports.

The city had previously announced travel restrictions:

  • All Davao residents are prohibited from going out of Davao City.
  • All short-term visitors are advised to leave Davao City immediately.
  • All travelers to Davao City are requested to postpone your visit until after the State of Public Health Emergency is lifted.

Puerto Princesa, Palawan

San Jose, Occidental Mindoro

Tagaytay City

The entire city is placed under community quarantine and residents are directed to only head out of their homes to “work, purchase of food or medicines, seek of medical consultation/care at hospitals or take out garbage.”

Social distancing will also be strictly observed in public areas. Civic and religious gatherings are also suspended.

Class are suspended “until further notice” and visit to the city’s jail facility is also prohibited.

The city hall, meanwhile, will continue to be open on weekdays, from 8 a.m. to 5 p.m. but on skeletal workforce.

Clients and visitors on official business may go to government offices, but will be subjected to screening procedures prior entry.

Deliveries are allowed, subject to screening of concerned agencies.

Zamboanga City

Land, air, and sea travel into Zamboanga City will be suspended by Monday, Mayor Maria Isabelle Climaco-Salazar says.

"It’s not community quarantine, it’s not lockdown, it’s suspension of travel to Zamboanga because that is the recommendation of the city health officer because the situation is very critical while we still have no cases of persons under investigation, let’s not wait for that to happen,” Salazar also says.

Classes have been suspended and mass gatherings have also been banned.

Zamboanga City has suspended the entry of vessels from Sandakan, Malaysia as a precaution against the spread of the novel coronavirus disease (COVID-19).

Mayor Salazar and the health department's Bureau of Quarantine announced the suspension on Saturday.

Salazar also directed law enforcement agencies monitor ships coming into the port city.

"We also call on our neighboring provinces of Basilan, Sulu and Tawi-Tawi to implement the same stringent measures to secure our borders from the current threat of COVID-19," Salazar says.
