Martial law lifting depends on security council — Palace
MANILA, Philippines — President Duterte will not lift martial law in Mindanao if the National Security Council says the powers are needed for the military and police to work together in the implementation of peace and order in the region.
Presidential spokesman Salvador Panelo yesterday said Duterte will abide by the advice of members of his security team.
Panelo was asked to comment on the statement of National Security Adviser Hermogenes Esperon Jr. who said in a forum that he will recommend to the President the extension of martial law in Mindanao for another year, citing the continuous rebellion in the region.
“If that is their recommendation… the President always says the man on the ground, he will listen to them, because they are more knowledgeable in these issues,” Panelo said.
Duterte will have to decide once the security officials have briefed him on the situation in the entire Mindanao.
Panelo did not close the doors on Esperon’s statement but that he will also recommend the lifting of martial law in some areas like Davao City, hometown of the President.
“Again: the President will listen to those who are knowledgeable on the facts existing on the ground,” he said.
Duterte mentioned in his fourth State of the Nation Address (SONA) how extremism had resulted in the Marawi siege on May 23, 2017. He also talked about how drug money was being used to bankroll terrorism activities, coupled with influence from terrorist groups.
Congress had extended martial law and the suspension of the writ of habeas corpus in Mindanao until yearend.
For it to be again extended, Duterte will have to submit a request to Congress and justify why martial law should continue.
