MANILA, Philippines — New and emerging digital technologies have a huge potential but also present challenges in global efforts to promote human rights, according to a resolution approved last week by the United Nations Human Rights Council (UNHRC).

The 47-member body that includes the Philippines approved without a vote a resolution recognizing the impact of digital technologies on human rights.

The resolution stressed that digital technologies have various potentials, such as to facilitate efforts to accelerate human progress; promote and protect human rights and fundamental freedoms; bridge digital divides and support the enjoyment of the rights of persons with disabilities.

It also noted how it could be used in the advancement of gender equality and the empowerment of all women and girls, as well as to ensure that no one is left behind in the achievement of the UN’s Sustainable Development Goals.

However, the UNHRC also stressed that while rapid technological change “may occur at an exponential pace,” the impacts, opportunities and challenges “are not fully understood” and thus there is “need to further analyze them in a holistic, inclusive and comprehensive manner.”

It recognized that rapid technological change affects states in different ways, and that addressing these impacts would depend on national realities, capacities and levels of development of each country.

The body noted the need for international and multi-stakeholder cooperation in order for all states to benefit from opportunities and to address the challenges arising from this change, including bridging digital divides.

Climate change

The UNHRC also adopted the resolution co-sponsored by the Philippines that seeks to recognize the impact of climate change on human rights.

The resolution, also approved without a vote, expressed concern over the role of climate change on the increased frequency and intensity of both sudden-onset natural disasters and slow-onset events.

It stressed the urgent importance of continuing to address the adverse consequences of climate change, particularly in developing countries and those in vulnerable communities.

The resolution also encouraged mandate holders to consider the issue of climate change and human rights, including its adverse impact on the enjoyment of these rights.
