MANILA, Philippines — Manila cops have filed a rape complaint against Police Officer 1 Eduardo Valencia who was accused of asking a minor of sexual favors in exchange of her parents’ liberty.

The case of rape or violation of Republic Act 7610 was filed against Valencia before the Manila Prosecutor’s Office, according to the one-page memorandum signed by Police Superintendent Andrew Aguirre.

Valencia was presented to Assistant City Prosecutor Christian Cabrera of the Manila Prosecutor’s Office for inquest on Monday, October 29.

The rookie cop was arrested after the 15-year-old girl’s parents, who were earlier rounded up by police in a drug sting, sought help from the authorities.

The couple said that their daughter and another 20-year-old woman were brought in for questioning by the police but were later released.

The girl told her relatives that Valencia offered her a ride but instead brought her to a motel where he allegedly raped her and told her that her parents would be released.

Valencia denied the accusation that he raped the minor, and said that it is “not new” for families of the arrested to file counter-charges against the cops.

Director Guillermo Eleazar, National Capital Region police chief, berated Valencia for his act and said that the rookie cop seemed to be making alibis. He stressed that the medical examination showed that there was a laceration on the girl’s private parts which indicate that she was sexually abused.

Director General Oscar Albayalde, PNP chief, earlier said that “no mercy” shall be given if Valencia is proven guilty of raping the 15-year-old victim.

Eleazar said that Valencia is currently detained at the Manila Police District’s Headquarters Detention Cell. — Kristine Joy Patag
