The move came after the body of domestic worker Joanna Demafelis was found in a freezer in an uninhabited apartment in Kuwait, as well as the reported cases of deaths and abuses in the Gulf country.

Labor secretary Silvestre Bello said the government is declaring a war against abuses on OFWs and illegal recruitment.

“With these directives, we now set in motion the mechanisms to prevent a repeat of the tragedy that befell Joanna Demafelis. With these bold steps, we hope to guarantee the safety and security of our migrant heroes,” he said.
