Joint Senate report on Espinosa killing signed

MANILA, Philippines -  President Duterte should not micromanage the anti-drug operations of the Philippine National Police while the Supreme Court should investigate judges who appear to be in cahoots with crooked cops in issuing warrants without basis.

These were among the recommendations listed in the report jointly submitted by the Senate committees on public order and dangerous drugs, and justice and human rights after conducting an inquiry into the killing of Albuera, Leyte mayor Rolando Espinosa Sr. in his jail cell in the province on Nov. 5, 2016 by policemen serving a search warrant before dawn.

The report was signed by Senators Panfilo Lacson and Richard Gordon, chairmen of the committees on public order and on justice, respectively; Senate President Pro-Tempore Ralph Recto; Majority Leader Vicente Sotto III; Minority Leader Franklin Drilon; and Senators Grace Poe, Gregorio Honasan, Joseph Victor Ejercito, Nancy Binay, Manny Pacquiao, Juan Miguel Zubiri and Francisco Pangilinan.
