MANILA, Philippines - President Aquino has nominated the deputy secretary-general of the ASEAN Secretariat in Jakarta, Indonesia as chairman of the Civil Service Commission, Malacañang announced yesterday.

Alicia dela Rosa-Bala, who recently completed her duty at the ASEAN Secretariat, will be replacing Francisco Duque III. She will have a fixed term expiring on Feb. 2, 2022.

Her nomination has been forwarded to the Commission on Appointments, according to Presidential Communications Operations Office Secretary Herminio Coloma Jr.

Earlier, Coloma was eyed by the President to replace Duque, who retired in February. But the plan did not materialize.

Bala served as undersecretary at the Department of Social Welfare and Development until 2005 and as a career executive service officer (CESO) since 1999.

She holds a bachelor’s degree in Social Work from the Centro Escolar University and a master’s degree also in Social Work from the University of the Philippines.

Malacañang also announced yesterday the appointment of top officials of the Fourth Division of the National Labor Relations Commission (NLRC) under the Department of Labor and Employment (DOLE).
