Truck-for-hire operators start submitting applications to LTFRB

Dennis Carcamo - The Philippine Star

Manila, Philippines – Nearly 80 truck-for-hire operators have availed of the free pick-up and delivery of application for provisional authority (PA), the Land Transportation Franchising and Regulatory Board said Tuesday.

As of July 4, 2014, the Board has received 76 applications for PA from truck-for-hire operators, consisting of 271 units.

The Board arranged free pick up of the applications.

The free service, done in cooperation with the Confederation of Truckers Association of the Philippines (CTAP), is in line with the 30-day "No Apprehension Policy" issued by the LTFRB and the Land Transportation Office (LTO) last June 28, to allow trucks-for-hire more time to comply with the Board’s franchising regulations before they can again operate on national roads.

The truck operators only need to download the application for Certificate of Public Convenience (CPC) for trucks-for-hire and other list of requirements from www.ltfrb.gov.ph.

After downloading the application and completing all legal documents, the company must issue a check payment -- manager’s check or postal money order payable to the board.

To file a CPC for the first two units will cost an operator P510 and fees for succeeding units will be charged P70 each. The operators would also need to pay a legal research fee of P10 and P250 for PA fees per application.

Once they have the applications and all the fees prepared, truck operators can call LTFRB’s hotline number 459-2129 and provide their name, address and contact number and the Board will arrange for pick up of all the documents free of charge.

The Board will review and evaluate the application as soon they receive them, including all the supporting documents.

If all the documents are in order and meet the Board’s requirements, a PA will be issued and delivered to the truck operator’s designated address free of charge.

Truck-for-hire operators have only until July 21 to apply for PA, to enable the Board to evaluate and process the applications and deliver the the approved PAs on time before the end of the 30-day reprieve, which ends on July 28.

“Hinihikayat po namin ang mga truck for hire operators na hindi pa nag-apply ng PA, wala na pong extension na ibibigay ang Board after July 21, it is very easy and convenient to file the application now with our free pick-up and delivery service,” LTFRB chairman Winston Ginez said.

The Board’s central office in Quezon City will accept all the application for Metro Manila truck operators, while provincial truck operators can submit their application at the regional offices of LTFRB.
