MANILA, Philippines — A legal counsel of the late strongman President Ferdinand Marcos filed an impeachment complaint against President Benigno Aquino III on Friday at the Office of the Ombudsman and a congressman's office, a radio report said.
Lawyer Oliver Lozano argues that Aquino is culpable for the violation of the Constitution after the Supreme Court declared the administration's Disbursement Acceleration Program (DAP) unconstitutional.
Lozano had told the STAR that he would file the impeachment complaint through Kabataan Party-list Rep. Terry Ridon's office. Ridon vowed to endorse the complaint to other military party-list lawmakers who have opposed the DAP.

In October 2013, Lozano filed a similar impeachment complaint against Aquino before the Ombudsman's office over the controversial DAP. The lawyer said Aquino is guilty of appropriating P72 billion in supposed savings of government agencies for the Congress approval.
Lozano also filed a complaint against President Gloria Macapagal Arroyo in June 2005 over her allegedly wiretapped conversation with former Elections Commissioner Virgilio Garcillano. The charges were dismissed due to technical deficiency.
